Aged care finance and billing teams operate in one of the most complex administrative environments in the sector, navigating fragmented systems, manual reconciliations and opaque government processes, often without a single source of truth for resident funding and fees.
Launched in July 2024, Revenue Partner was developed to fundamentally transform how providers manage aged care funding. The service combines automated data workflows, resident-level insights, reconciliation, education and embedded subject matter expertise into a single, scalable model. Unlike traditional tools or advisory services, Revenue Partner embeds funding specialists directly alongside providers to resolve issues in real time, from interpreting resident fee letters to resolving payment anomalies with Services Australia.
The impact is immediate and sustained: reduced administrative burden, recovered revenue, faster resolution of complex issues and greater transparency.
Why it was developed
Over the past decade, Provider Assist’s Supplement Recovery team reviewed more than 4,500 facilities, representing over one million residents, and identified more than $400 million in previously missed accommodation-related funding and fees.
Across these reviews, the same systemic issues repeatedly emerged: inaccurately charged resident fees, misalignment between Services Australia assessments and provider billing, and revenue gaps that could not be recovered retrospectively. While Supplement Recovery addressed historical losses, it did not prevent future leakage.
At the same time, providers were facing major funding reform, rising costs and increasing pressure to demonstrate financial sustainability, often without the internal expertise or systems required to manage this complexity. The sector needed a proactive, embedded service that delivered ongoing assurance, capability building and real-time intervention.
Revenue Partner was created to meet that need, and several testimonials were provided in support of the Future of Ageing Award submission.
“Since AN-ACC came in, that’s the first time anybody has ever shown us that breakdown. [Though this session was focused on funding and finance] I want to take those slides and give them to our RNs — nobody has ever explained that to us in this detail.”

The problem facing providers
Finance and billing teams must navigate three funding systems and four government departments, often receiving conflicting advice and limited transparency. Data is fragmented, fee letters are difficult to track and reconcile, and even advanced teams struggle to interrogate Services Australia payment statements at scale.
Manual reconciliation remains common, relying on spreadsheets and overstretched staff. Without timely, resident-level insights or access to funding expertise, providers are exposed to revenue leakage, compliance risk and reputational harm at a time when financial sustainability is critical.
The solution: Revenue Partner
Revenue Partner replaces fragmented tools and manual processes with an integrated service model that brings together data infrastructure, automation and embedded expertise.
Key components include:
- Revenue Bootcamp: Structured education for admissions, finance, billing and sales teams, building shared understanding of payment statements, AN-ACC, means-testing and regulatory change.
- RevNav Platform: A central system reconciling millions of Services Australia transactions to individual resident records, eliminating manual tracking and creating a single source of truth.
- Letters Module: Automated retrieval, storage and data extraction of Residential Care Fee Letters, ensuring no correspondence is missed.
- Reconciliation Module: Detailed comparisons between billed and paid amounts across Means-Tested Care Fees, Refundable and Daily Accommodation Contributions, and upcoming non-clinical contributions, with month-on-month variance analysis.
- Embedded mentoring and support: Monthly sessions and on-demand access to subject-matter experts to resolve issues, monitor trends and respond to Services Australia in real time.
- Admissions audit: Ongoing audits to ensure accommodation funding and fees are never missed again.
Implementation and sustainability
Revenue Partner is implemented through a structured onboarding phase anchored by Revenue Bootcamp, followed by a predictable monthly service cadence. Monitoring and evaluation are embedded, focusing on billing gaps, funding variances, emerging risks and client confidence.
The service is priced on a tiered, per-bed-per-day model, with modular flexibility that allows providers to scale up or down as needs change.
“Great commercial product to support providers.”

Evidence of success
In its first 12 months, Revenue Partner has returned more than $1 million in withheld funding and incorrectly charged fees to providers and residents. Reconciliation time for Means-Tested Care Fees and accommodation contributions has been reduced from over an hour per resident to seconds, with full visibility back to each resident’s date of entry.
Beyond financial outcomes, Revenue Partner has significantly improved provider capability, confidence and transparency, delivering a step change in how aged care funding is managed.
