Uniting to deliver much-needed seniors housing in Shellharbour on the NSW South Coast

Uniting NSW.ACT is expanding its footprint in the Shellharbour region with its planned development at Wattle Road in the Shellharbour City Centre. The project aims to create a contemporary and vibrant seniors’ community, offering much-needed housing and services tailored to the region’s ageing population.

The development, to be delivered in four stages, will initially include 152 retirement and independent living apartments, community facilities, and landscaped communal spaces. This initiative responds to the projected rise in Shellharbour’s population aged 65 and over, expected to exceed 19,100 by 2031.

“We’ve been providing quality aged care services in the Illawarra area for over 50 years, and we’re committed to investing in Shellharbour’s long-term future,” said Simon Furness, Uniting’s Director of Property and Housing.

“Our vision is to create a modern village that fosters social connection while respecting residents’ privacy—a welcoming community for Shellharbour’s seniors,” he added.

Stage 1 of the Wattle Road project will include a mix of one, two, and three-bedroom apartments across four buildings. The design focuses on contemporary living spaces that enhance comfort and convenience. The site will also feature:

• Affordable housing: 10% of the apartments will be allocated for seniors on lower incomes.

• Outdoor communal spaces: Two central courtyards and two rooftop terraces designed to encourage social engagement.

• Proximity to amenities: Conveniently located near shopping and medical facilities.

• Basement parking: Space for 149 vehicles with separate access for residents and service vehicles.

• Additional facilities: A clubroom, administrative offices, and improved pedestrian access.

The development will also integrate Assisted Living Services, enabling residents to receive care tailored to their needs while remaining in their homes.

Uniting has submitted two applications to Shellharbour City Council to refine and update the original 2014 approved plans. The proposed modifications focus on meeting current planning standards and market needs, including:

• Improved cross-ventilation and solar access for apartments.

• Increased building separation for greater privacy.

• Enhanced pedestrian and vehicle access.

The project builds on previous Shellharbour projects, including the Uniting Elanora residential aged care facility, which opened in 2011, and the Uniting Lakeview independent living village which expanded in 2019.

Pending approval, construction of Stage 1 is expected to commence in late 2025 or early 2026, with completion anticipated by Autumn 2028.
